Curriculum: Border Guard Officer 2016/2017

Basic Studies XXX - Aim of the module: it is aimed that a student has an overview of the organisation and structure of the Police and Border Guard Board, understands the development and essence of law, knows how to learn to learn, has knowledge about fundamental rights, ethics, different cultures and uses the gained knowledge while studying the modules that follow.

After completing the module a student:
• knows the structure and main tasks of the Police and Border Guard Board (hereinafter PBGB);
• knows the general principles of public service and police service;
• explains the police code of conduct;
• knows the functions and systems of law;
• knows the principles of administrative procedure and administrative coercion;
• knows the methods of the learning process and of learning;
• is familiar with the Study Information System (ÕIS) and with e-learning environments;
• formats his/her written papers according to the guidelines for the compilation of written papers of the EASS;
• gives an overview of the development of fundamental rights, of the state law and international law, and describes possible impeachments of fundamental rights in his/her everyday job;
• explains the essence of international defence, the rights and obligations of the one needing a defence counsel, and the principles of the proceedings;
• explains the detection of the signs of human trafficking and gives an explanation of how to combat against it;
• describes the essence of ethics and the types of it;
• knows the international and local sources dealing with professional ethics;
• knows about the essence of corruption and of unethical behaviour;
• explains the basic characteristics of the cultures depending on people’s ethnical background and possible points of conflict;
• knows the values of the biggest religions, and the similarities and differences between them.

Professional Communication xxx - Aim of the module: it is aimed that a student is able to work with the document management system of the police, can choose a style of communication according to the situation and people, and can communicate both in Russian and in English when dealing with the typical work situations of the police.
After completing the module a student:
• uses correct professional language;
• composes professional texts (reports, response letters) respecting the rules of document management (incl. explains the nature of DELTA);
• knows the basics of public speaking and of the communication with the media;
• can pass prevention-related messages in his/her everyday work according to the directions given;
• knows the basics of communication psychology and has general knowledge about behaviour in a situation of crisis;
• is able to communicate in Russian and in English;
• understands and uses professional terms in Russian and in English;
• can work with texts, can separate important information from less important, and compose summaries (in Russian and/or in English).

Basic Studies of State Supervision Procedure xxx - Aim of the module: it is aimed that a student has basic knowledge about the state supervision procedure, of the police’s information systems and technical resources, and is prepared to use the knowledge acquired in the modules that follow.
After completing the module a student:
• knows the main terms and principles of the state supervision procedure;
• can tell the difference between supervision procedure and offence procedure;
• knows the principles of the protection of personal data and the requirements for processing the latter;
• knows the police information systems necessary for everyday work and the reasons for sending requests;
• uses technical resources needed in everyday work;
• knows how and when to use PBGB intranet and the Internet.

Border Surveillance .. Prelim
Internship XXX - Aim of the module: it is aimed that a student gets acquainted with the police organisation and with the job of a border guard officer, consolidates his/her knowledge and skills in order to carry out border control and patrol and surveillance activities, and to conduct misdemeanour proceedings in the presence of the most common misdemeanours.
After completing the module a student:
• knows the structure of the Police and Border Guard and its organisation of work and main tasks, and has an overview of the job of a border guard officer;
• knows the work at a border guard station and at a border crossing point and fulfils the tasks of different border patrols when carrying out border guarding activities on land;
• conducts proceedings for the most common misdemeanour matters.
The capacity of the module of internship has been decreased by 1 EVEC; the study outcomes of the internship are partly achieved by increasing practical activities in the modules of professional communication, weapons study, self-defence and tactics, and in the module of sea border.

Module of Estonian XXX - Aim of the module: it is aimed that a student improves his/her language level and reaches level C1, he/she improves both his/her writing and speaking skills.
After completing the course a student:
• understands complex presentations;
• understands complex texts and articles dealing with his/her speciality;
• expresses and reasons his/her opinion clearly, precisely and fluently, both in writing and speaking;
• composes summaries based on written resources and presents them orally;
• composes well-organised and clear texts on complex topics.
Prelim
Russian for Beginners XXX - Aim of the module: it is aimed that a student acquires and consolidates the vocabulary and grammatical structures necessary for communicating on simple topics; understands simple written and spoken language and writes simple texts.
After completing the module a student:
• communicates on everyday topics using simple words and phrases;
• understands simple texts in Russian, and orally forwards information acquired by reading;
• writes short and simple texts on the topics covered in the course of the module (e.g. self-introduction, description of the hometown).
Prelim
Russian for Lower-Intermediate Students xxx - Aim of the module: it is aimed that a student acquires and consolidates the vocabulary and grammatical structures necessary for everyday communication.
After completing the module a student:
• uses the vocabulary common in everyday situations;
• can ask and give answers on the topics covered during the course;
• can compose simple and concise texts on a familiar topic (incl. e-mail);
• understands the core of the texts written in Russian and forwards important information using the language his/her audience understands.

English for Beginners XXX - Aim of the module: it is aimed that a student acquires and consolidates the vocabulary and grammatical structures necessary for communicating on simple topics; understands simple written and spoken texts and writes simple texts.
After completing the module a student:
• communicates on topics important to him/her using simple words and phrases;
• understands simple texts in English and orally forwards information acquired by reading;
• writes short and simple texts on the topics covered in the course of the module.
Prelim
English for Lower-Intermediate Students XX - Aim of the module: it is aimed that a student acquires and consolidates the vocabulary and grammatical structures necessary for everyday communication, understands everyday language and can write easier functional texts.
After completing the module a student:
• implements the linguistic competence acquired during the course in everyday communicational situations, can ask and give answers on the topics covered during the course;
• can compose simple and concise texts on a familiar topic (incl. e-mail);
• understands the core of the texts written in English and forwards important information using the language his/her audience understands.

Category B Driving Lessons XXX - Aim of the module: it is aimed that a student acquires the skills and knowledge needed when driving a motor vehicle of category B.
After completing the module a student:
• knows and follows the acts of law regulating the driving of motor vehicles of category B.
• drives a motor vehicle of category B;
• knows the requirements of operating motor vehicles of category B.

International Police Cooperation XX - Aim of the module: it is aimed that by using international student exchange a student acquires knowledge and experience about international police cooperation in the field of law enforcement of border guarding.
After completing the module a student:
• knows the principles of the organisation of police work in the field of law enforcement or border guarding in Estonia and in one foreign country.

Orienteering and Search on Land xxx - Aim of the module: it is aimed that a student can orientate and carry out research on dry land. After completing the module a student:
• is familiar with the maps and elements on the maps used in service, and uses them for orientation;
• can use a compass and GPS equipment for orientation;
• can explain the tactics used when carrying out people’s or objects’ search on land and can use those tactics.

The Use of Service Dogs in Service XX - Aim of the module: it is aimed that a student knows the fields of use and the principles of using service dogs.
After completing the module a student:
• gives an overview of the descent, breeding and history of the training of service dogs;
• knows the acts of law regulating the use of service dogs, describes dog handlers, the training system and the evaluation requirements;
• knows the requirements set for the health, diet, grooming and the keeping of service dogs;
• knows the types of service dogs and the fields of use of the latter, and the basic principles of using service dogs.

The Basics of Swimming XX - Aim of the module: it is aimed that a student acquires and consolidates the swimming skills needed for moving in water, and that he/she can demonstrate the basic swimming techniques in order to develop his/her swimming skills further individually.
After completing the module a student:
• can describe and show the technique of the most common swimming styles (front crawl, breast stroke, back stroke);
• can swim 50 m in one go using three different swimming styles (50 m in each);
• can demonstrate the crawl technique used by lifeguards.
