Module 'Module of Professional Elective Subjects'

Internal Security 2011/2012

The objective of the module is to shape in students the competency of activity
management and practical work in different areas and organizations related to internal
security.
Upon successful passing of the module, the student:
 Is able to analyze the statistics of crime, and based on this analysis is able to
design factors for combating criminal behavior;
 Is familiar with the issues of implementing penal power and the procedural law in
the area if internal security, with the developments of legislative drafting and
with the directions of law;
 Has an overview of the conceptual principles and the methods of analysis of
contemporary criminology and is able to implement them in national and
international law enforcement related activity upon combating offences, also of
the different starting points shaping the penal policy and of the objectives of
imprisonment as a part of the penal policy;
 Is able to implement strategies of activity for the purpose of development of the
traffic system and of improvement of the situation of traffic safety;
 Is able to involve and participate with the community upon providing safety;
 Is able to develop strategic and tactical concepts for fighting international
organized crime and to implement them for the purpose of ensuring security;
 Is able to map the current situation of the development activity of the agency, to
find the bottlenecks and the existing possibilities thereof and by way of
innovation to propose ideas for further promotion of the activity of the above
agency;
 Is able to implement his or her knowledge of functioning of the systems of
communications and movement of information for the purpose of solving
emergency situations and supporting major operations;
 Is familiar with the methods of compilation of risk analysis and is able to conduct
threat assessment and generate a risk analysis;
 Is aware of the possibilities of readiness for an emergency situation and is able to
contribute to increasing the readiness of the country for emergency situations of
different categories;
 Is able to organize crisis communication for solving complicated crisis situations;
 Is able to effectively solve crisis and conflict situations and perform crisis
negotiations;
 Is able to implement his or her knowledge of the border guard system upon
managing of border guard units and coordination of activities;
 Is able to participate in cross border cooperation in the field of law enforcement;
 Is familiar with the nature, the dangers and the consequences of illegal migration
and the possibilities of prevention and combating thereof;
 Is familiar with the judicial practice of Estonia and the European Court of Human
Rights and the actual problems associated with penal power and the
Imprisonment Act upon execution of imprisonment;
